I noted your use of the geographic term Shinagawa. That is one of 23 wards of Tokyo but also has special meaning over a much broader area around that ward due to its status as a center for license plate distribution. However, Shinagawa (whose location is defined around the Shinagawa rail station) is not where the major action of AR15 ep. 1 was.

That major action was in Shibuya (whose location is defined around the Shibuya train station). After leaving the television studio with the groups of 20, each AR15 team had to find their way through the Shibuya ward to the Konno Hachimangu shrine.
